To force the app to pay you more, get in the habit of declining low paying offers. If you still get low paying offers after declining other low paying offers you are in the wrong location at the wrong time.

Initially you might need to be on the road for an extra hour or two while declining low paying offers. But commit to learning the tricks of receiving high paying offers. Only accept decent or high paying offers.

If you want to really test out and reverse engineer the algorithm you might need to get greedy and only accept high paying offers. I personally never accept low paying offers. I am aiming for a low low acceptance rate because acceptance rate doesn't matter. What matters is picking up and delivering on time and professionally.
